Summary

THE CITY OF GIG HARBOR is currently looking to fill the position of SENIOR WASTEWATER TREATMENT PLANT OPERATOR.  This is a highly technical, skilled work in the operation and maintenance at The City of Gig Harbor's Activated Sludge Wastewater Treatment Plant, Lift-Stations and Collections system.  An employee in this classification is responsible for proper and safe operation of various treatment plant, lift-stations, and collections system equipment and processes, ensuring a safe effluent for receiving waters and adherence to the City's National Pollutant Discharge Elimination System (NPDES) permit and adherence to all related state and federal regulations.  In addition, an employee in this classification is responsible for assisting in training, instruction and daily direction of Operators and Maintenance personnel.  Work is performed with relative independence and judgment with self initiative required to meet plant, lift-station and collections system operating requirements and process abnormalities.  An employee in this classification will primarily work a fixed dayshift in a rotational schedule involving scheduled weekend and holiday work and may, on occasion, be re-assigned on short notice to cover other shift absences. The operator in this classification will receive direction from, and report directly to, the Plant Supervisor.  However, this classification requires the use of considerable independent professional judgment in conformance with specified operational goals and established procedures.  Furthermore, operators in the classification may be required to oversee the work activities of operational co-workers of a lower classification during the Plant Supervisor's absence and/or when requested by the Plant Supervisor. 

Hiring Salary Range: Min $32.96/hr - Max $37.08/hr


ESSENTIAL FUNCTIONS

Knowledge, Skills & Abilities

  • Demonstrate safety knowledge and be capable of performing safely at a level consistent with their Operator Group III Certification.
  • Perform confined space entry.
  • Understand occupational hazards and safety precautions applicable to laboratory, plant, lift-station and collections work.
  • Safely handle all chemicals utilized in the plant, lift-stations and collections system.
  • Understand and apply limitations within the City of Gig Harbor's National Pollution Discharge Elimination System (NPDES) permit and foresee issues that affect meeting all permit limitations.
  • Work safely around mechanical and electrical equipment.
  • Perform lift-stations and collection system operations, maintenance and troubleshooting.
  • Perform plant operations, process control, maintenance and troubleshooting.
  • Ability to assist the supervisor in instructing and provide daily technical assistance to operators and maintenance employees in operational duties and safety practices.
  • Demonstrate effective oral and written communication skills and ability to understand and carry out written and oral instructions.
  • Understand and interpret analytical laboratory testing conducted in the wastewater treatment plant.
  • Establish positive, effective working relationships with coworkers and supervisors.
  • Effectively interpret the policies, procedures and objectives of the City of Gig Harbor.
  • Perform assigned treatment plant rounds inspecting, monitoring and documenting plant operations by reading plant equipment gauges, dials, graphs and other instrumentation.
  • Operate and adjust treatment plant pumps, motors, feeders and other equipment to maintain appropriate plant operations; operate centrifuge.
  • Maintain, compile and update plant operations logs and reports; perform and record mathematical calculations related to plant operational activities.
  • Mix and add treatment chemicals; ensure adequate chemical application according to regulations and guidelines.
  • Perform preventative maintenance and minor repair to plant operations machinery and equipment including pumps, valves, motors, meters, tanks and reservoirs; change lubrications.
  • Collect liquid samples and perform a variety of routine wastewater quality laboratory tests; work closely with the laboratory on testing processes.
  • Perform general plant facility maintenance including sludge basin and reservoir cleaning; perform filter maintenance including media replacement and chemical treatment; perform routine facility repairs as required.
  • Assist in the training of lower level staff as required.
  • Understand basic function and operation of the plant's Supervisor Control and Data Acquisition (SCADA) system.
  • Ensure the adherence to safety practices and procedures.
  • Perform plant tours to general public.
  • Perform related duties and responsibilities as required.
  • Ability to diagnose, troubleshoot, update and repair malfunctioning equipment.
  • Perform maintenance, repair and overhaul activities on treatment process equipment including: aeration blowers, pumps and motors, compressors, valves, drive units, hydraulic control units, chlorinators, chemical feeders, pneumatic equipment and hydraulic pressure systems.
  • Perform the installation of equipment; make modifications to equipment for maximum treatment process performance.
  • Participate in a variety of special projects including assembling information for annual reports and work with a variety of vendors, outside contractors and the general public on wastewater activities; answer questions and resolve conflicts.
  • Requisition materials and supplies for system requirements; work with vendors on material selection and purchase.
  • Interpret drawings, blueprints, schematics and diagrams.
  • Ensure the adherence to safe work practices and procedures.
  • Supervise and inspect construction projects.

Laboratory Responsibilities

  • Participates in and assists in Treatment Plant Laboratory analysis, sample collection and determination of analysis results for normalcy or irregularities for the respective treatment processes in use and makes adjustments to process control when necessary.
  • Thorough knowledge and responsibility for personal performance of all Quality Assurance (QA) and Laboratory Hygiene practices and procedures and assists in ensuring adherence to practices by all operators.
  • Participates in and assists in operation and maintenance of all laboratory equipment and recognizes irregularities/variations in equipment performance.
  • Participates in and assists in the tracking and ordering of all laboratory supplies, chemicals and equipment necessary.
  • Participates in and assists in the laboratory data entry and the monthly creation of the Discharge Monitoring Report (DMR) utilizing Operator 10 program.
  • Assist in instruction, guidance, training and monitoring of all Operator Group I and Group II's in laboratory duties and performance and updates laboratory procedures when necessary.

Treatment Plant/Collections/Lift-Station Responsibilities

  • Participate in and assist with inspection, monitoring, maintenance and repair (when appropriate) of treatment plant, lift-station and collections system equipment, to include but not limited to: Headworks systems, aeration and anoxic basins, systems, dewatering and thickening systems, digester systems, valving systems, polymer systems, odor control systems, blowers, effluent systems and pump and float systems.
  • Participate in and assist supervisor with notating, reporting, and monitoring any equipment/system irregularities and/or variations ensuring repair(s) or adjustments are followed through to completion.
  • Participate in and assist supervisor with planning for equipment routine maintenance and routine maintenance and cleaning of plant facilities and grounds, lift-stations' buildings and grounds, and collection lines and manholes.
  • Participate in and assist with Cartegraph maintenance program data management, in particular the work order monitoring portion, and possess basic working knowledge of other computer based systems to include telemetry (Mission) systems, Supervisory Control and Data Acquisition (SCADA) programs, and programmable logic controllers (PLC's).
  • Thorough knowledge of confined space entry procedures and all other safety procedure and practices as they relate to the treatment plant, lift-stations and collections systems responsibilities.
  • Thorough knowledge of Pump-Around emergency procedures and sewage over-flow procedures and reporting.
  • Participate in and assist with Grease Interceptor and Pre-Treatment programs.
  • Assist Plant Supervisor with tracking and ordering all plant equipment, tools and repair parts and equipment, and employee safety equipment.
  • Assist Plant Supervisor with operator instruction, training and guidance to perform routine daily duties and tasks pertaining to the treatment plant, lift-stations and collections system.
  • Assist Plant Supervisor with continual monitoring of all co-workers' safety practices and procedures adherence.
  • Assist Plant Supervisor with ensuring all pertinent activities are entered into daily Plant Log.
PHYSICAL DEMANDS & WORK ENVIRONMENT

Work is normally out-of-doors.  Plant and collection system operation, inspection, and systems maintenance exposes the incumbents to discomforts such as adverse weather conditions, noxious and toxic fumes and gases, and infection and disease carried by raw wastewater.  A considerable amount of activity is required involving walking, bending, stooping, reaching and lifting and/or relocating items of considerable weight, and climbing stairs.  Work requires average physical agility and dexterity.

QUALIFICATIONS

Required Qualifications

  • Highschool Diploma or GED.
  • Minimum of 5 years working in wastewater collections systems, including maintenance of lift stations, gravity sewer mains, and pressure sewer mains.
  • Minimum of 5 years working at a treatment plant within Western Washington.
  • Possession of Washington State Operator Group III Certification.
  • Valid Washington State Drivers License with history of safe driving.
  • Must pass pre-employment medical testing for the ability to perform the essential functions of the position and maintain a level of fitness necessary to perform the essential functions of the position.

Special Requirements

  • Those who possess a CDL are subject to comply with drug and alcohol testing requirements under the Federal Omnibus Transportation Employee Testing Act of 1991.

Desired Qualifications

  • Graduation from a two year college with major course work in Public Health, Engineering, or related field.
  • CDL Class "B" drivers license.
