Summary

THE CITY OF GIG HARBOR IS HIRING FOR A PLANNING TECHNICIAN.  Under the direct supervision of the Principal Planner, this administrative and para-professional position involves processing of permits and specialized administrative support duties in the Community Development Department.  The incumbent responds to the public and assists the department with permitting and planning processes.  The position supports both current and long-range planning activities.

Hiring Salary Range:  $26.67/hour - $30.00/hour

ESSENTIAL FUNCTIONS
  • Processes and tracks applications for the Community Development Department.
  • Coordinates “Pre-Application Conferences” and “Intake” scheduling with Planning, Building & Fire Safety, and Engineering divisional staff.
  • Arranges and coordinates staff, committee, commission, and board meetings and hearings related to Department activities.
  • Provides basic and comprehensive information and interpretation of applicable city land use and development codes to the general public and the development community via telephone calls, emails, and counter inquires.
  • Greets the public by telephone and in person; may provide back-up coverage for the main reception desk multi-line telephone.
  • Coordinates the process for review and approval of permits and other related procedures. 
  • Responsible for reviewing business licenses and special event permits for the Department.
  • Responsible for processing special use permits, sign permits, and other current planning activities as may be assigned.  
  • The incumbent assists with and may be responsible for the implementation of policies, procedures, and practices to accomplish planning objectives.  Duties include review and interpretation of site plans, drawings and specifications relative to actual construction and may include inspections for compliance with laws relating to zoning, subdivision, shoreline and critical area regulations. 
  • Prepares public notices and meeting agendas. Serves as scribe for meetings and preparing minutes.  Attendance at night meetings as required.
  • Composes correspondence and reports from brief instructions or notes relative to matters of the Department.
  • Develops and maintains filing systems, office procedures, inventory controls, and department archives.
  • Performs research, compiles data, and submits reports to supervisor or other agencies as required.
  • Prepares vouchers and invoices for hearing examiner and attorney costs and assists with monitoring budget items and/or project expenditures.
  • Assists in the preparation and management of state and federal grants.
  • Prepares and processes contracts and related agreements; coordinates with outside agencies, consultants, and private developers for construction and/or planning activities and required documentation.
  • Responsible for the management of various programs, databases, and rosters.
  • Collects and prepares data for reports, prepares and presents recommendations pertaining to specific subject matter as directed by the Director and Principal Planner.
  • Assists the public, applicants, contractors, project proponents, and consultants by checking records and files for requested information.
  • Performs other duties as required by the Director.
KNOWLEDGE, SKILLS & ABILITIES
  • Thorough knowledge of administrative and office procedures, word processing and working knowledge of office machinery, including multi-line phone systems, computers, large-scale copiers, and scanners.
  • Para-professional level understanding and skills pertaining to municipal planning procedures, operations, and processes. 
  • Ability to communicate effectively orally and in writing.
  • Ability to make independent decisions.
  • Ability to perform assignments in a coordinated and organized fashion. Must be able to effectively manage time and coordinate a variety of projects between various departments in a timely and efficient manner.
  • Ability to provide information and assistance on ordinances and procedures relative to the Department, to the public and others by telephone, written correspondence, and at the counter.
  • Perform duties with limited supervision.
  • Exercise independent judgment within established procedures.
  • Ability to establish and maintain effective working relationships with other employees, and the general public.  Requires tact, discretion, and courtesy in inter-departmental and public contacts.
  • Ability to maintain regular and reliable attendance.
PHYSICAL DEMANDS

Requires sitting at a desk for extended periods of time, using a PC work station for extended hours, and lifting/relocating up to 25 pounds on occasion. Some work outside of the office may be required on occasion.

REQUIRED QUALIFICATIONS
  • Highschool diploma or GED and;
  • Graduation from a two-year college or business school program and/or;
  • Two (2) years experience in a planning, building, public works or engineering office or similar municipal office performing para-professional tasks and clerical work.
