Summary

GENERAL FUNCTIONS

This is a journey level position that performs general and specialized road, sidewalk, sign and marking, and drainage maintenance duties on assigned city public works infrastructure and other city facilities. Operates a range of medium and heavy equipment.  Provides support for special events.  May perform duties of similar complexity in other maintenance areas as required or assigned. Constructs small public works capital improvement projects.  Because of the small size of the city staff, each staff member is expected to perform a wide range of office and field duties at a high level as may be required from time to time. 

SUPERVISION

Works under the general supervision of the Streets and Stormwater Maintenance Superintendent. The City currently has a team approach to its maintenance activities.  While this position is primarily in Public Works maintenance, the overall maintenance priorities will provide the opportunity to participate in Parks Maintenance function at times.  Technical and field leadership provided by the Maintenance Leads.



ESSENTIAL JOB FUNCTIONS

  • Members of the Public Works maintenance team are involved on a routine basis in decision making, goal setting, scheduling, hiring, planning, peer review, and problem solving.  They determine how they will work together and how they will rotate through various job tasks associated with their work. They have a part in developing performance measures for the group and in setting goals around these measures. Members are results orientated, accountable, and work at high standards of excellence.
  • Use power and hand tools to maintain, repair and install street signs, shoulders, sidewalks, asphalt, and streets drainage conveyance systems. Operates power mowers, blowers, sweepers, edger’s, hedge trimmers, clippers, sprayers and other equipment or vehicles. Maintains, repairs and inspects for safety-all Street and drainage equipment, vehicles, trailers, and other maintenance equipment.
  • Prunes and plants trees and shrubs for various city projects.
  • Responds to emergency situations such as weather events and natural disasters including heavy rain, downed trees, snow and ice events, wind storms, earth quakes, and mudslides/flooding.
  • Operates dump, flatbed, and light duty trucks; proficiently operates front-end loaders, backhoes, and excavators to perform any operation within the capacity of the machine to accomplish the required work.
  • Performs semi-skilled and general labor work in Stormwater conveyance systems, asphalt repair/replacement, carpentry, painting and concrete work.
  • Monitors street, landscape and drainage facilities to insure maintenance contractors comply with city standards.
  • Responds to accidents, public works, and parks emergency situations independently in absence of higher classified employees. Takes the necessary actions to bring the situation under control. May involve instructing and directing other employees or coordination with Fire and Police personnel.
  • Responds to citizen action requests such as sidewalk repairs, filling pot holes, vegetation control etc.
  • Repairs or cleans city street signs and maintains inventory of all street signs within city limits. Works with traffic engineer regarding installing traffic signs, portable speed radar trailer, and VMB’s. Installs, inspects or removes raised pavement markings.
  • Serves on City Committees as assigned.
  • Orders materials and supplies as needed in conjunction with Lead Maintenance Worker.
  • Monitor assigned City vehicle for routine maintenance needs.
  • Perform other duties in other maintenance areas as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of:

  • General Principals of street, stormwater, sidewalk, sign and marking maintenance and construction, including installation and repair.
  • Work hazards, safety procedures, and OSHA and WISHA regulations.
  • Construction and maintenance processes, equipment, and safety practices.
  • Operation, maintenance and repair of Street drainage conveyance systems.

Skills/Ability to:

  • Communicate information effectively verbally and in writing.

  • Operate backhoes, loaders, excavators and a variety of hand tools used in street and drainage maintenance.
  • Operate compressors, pneumatic tools, paint equipment, power tools, and other tools and equipment used in street and drainage maintenance.
  • Operate dump, flatbed, and light duty trucks.
  • Maintain and make minor repairs to power and automotive equipment.
  • Perform basic carpentry/construction related to street and drainage maintenance and construction.
  • Understand and manage requirements of street, drainage and sign and markings contract specifications.
  • Read and understand as-builts and plans for street and drainage facilities.
  • Perform a variety of physical tasks and heavy labor.
  • Ability to drive a city vehicle and maintain a good driving record.
  • Ability to use standard office application software programs such as Outlook, Word & Excel, Cityworks, and Seeclickfix. 
  • Keep records accurately and neatly.  Prepare clear concise reports; assist with budgeting information and submit as built as required.

MINIMUM QUALIFICATIONS

A high school diploma or G.E.D equivalent is required. Any combination of education and experience, which provides the applicant with the knowledge, skills, and abilities, required to perform in the following areas: Streets maintenance, concrete construction, traffic control and Stormwater conveyance systems. At least two years’ experience as a Public Works maintenance worker, general landscape, construction experience, or closely related maintenance experience. General experience with tools and equipment required.  Some experience in low-level supervision or monitoring of construction projects, maintenance contract work, volunteers, community service workers, or seasonal workers is desirable.  Ability to pass pre-employment background check.

The employee must occasionally lift and/or move up to 60 pounds (occasionally more).  Specific vision abilities required by this job include close vision, distance vision, peripheral vision, and the ability to adjust focus.  Hand-eye coordination is necessary to operate computers and various pieces of maintenance equipment.

 

WORKING CONDITIONS

Duties are performed primarily outdoors in a variety of terrains, under a variety of weather conditions, including sun, rain, wind, mud, and snow, for periods of eight to ten hours/day.  Duties are frequently performed working alone but may sometimes be performed as part of a work team.  Conditions at work sites might include falling objects, loose footings, loud noises, construction equipment, and working in right-of-way, traffic, or roadways.  While performing the duties of this job, the employee often works near moving mechanical parts or in outside weather conditions.  The employee may be exposed to wet and/or humid conditions, fumes, toxic or caustic chemicals and would be required to wear protective gear.  Subject to weekly on-call rotation for City parks and public works emergency maintenance needs such as deicing or plowing streets, accident clean up, flooding, etc.

SPECIAL REQUIREMENTS

Work schedule includes evenings and weekends.  Must be 18 years or older.  Possession of a valid Washington State Driver’s license and good driving record is required at hire.  Possession of a valid Washington State Commercial Driver’s Class B license, or ability to obtain one within one year of hire, is required. Ability to acquire and maintain the following certifications: 24-hour HAZWAPOR, Washington State Traffic Control Flagger, and First Aid CPR/AED within (1) year of hire is required. This position is required to participate in a weekly rotating 24 hour on-call duty after the successful completion of a six-month probation period.  The employee is required to wear safety-toed boots while working.  Applicants are subject to pre-employment drug and alcohol tests.
