NORCOM is a Public Safety Answering Point, which most people refer to as a dispatch center, located in Bellevue, Washington. We answer 911 calls and dispatch Police, Fire and Medical responses for most of North East King County, as well as the Normandy Park Police Department. Currently, that’s 14 fire departments and 6 police departments. We answer over 100,000 911 calls per year and serve a population of over 600,000 permanent residents.

We currently have an opportunity for a Business Applications Analyst position. The successful candidate will contribute to NORCOM's positive, inclusive culture and support a team of dedicated professionals who help save lives every day.

The person holding this position is a member of a team and performs a variety of technology functions to facilitate the support of emergency communications software applications and the business report and analytic needs of NORCOM and their customers served. To be successful requires initiative, the ability to work without continuous supervision and demonstrate experience serving as a member of a team. Must have excellent judgment, experience managing competing projects, priorities, deadlines and customer requirements, experience with implementing, assessing, configuring, and correcting complex technology and developing plans and prioritizing actions to ensure the implementation and operation of applications related to the analysis, design, development, maintenance and administration of computer applications to meet business needs. May be assigned oversight for technology projects.

  • Ability to conduct cost/benefit analysis, business case development and modeling techniques
  • Knowledge of project management and ITIL methodologies for data and application delivery
  • Knowledge of technology that includes, but is not limited to, SharePoint 365, HTML, .NET, SQL, Java, Visio, Excel, and Word
  • Gathers data, builds reports, and develops advanced analytics that effectively address business need
  • Develops an understanding of existing business processes and clearly communicates analysis results and their potential solutions or impacts on services
  • Increases usage and awareness of all data assets
  • Understands and adopts emerging technologies especially those with applications to public safety and local government
  • Knowledge of SDLC methodologies and the tools and techniques used in all phases of the project life cycle
  • In coordination with other Department staff, assists NORCOM staff with problems experienced with major software applications and related programs
  • Provides high-quality, detailed consultation, technical support, and troubleshooting with an emphasis on customer satisfaction
  • Works in a highly coordinated manner with the other technical staff in problem resolution
  • Assumes technical support responsibilities for data reporting, analysis and accuracy
  • Provides instructions to new and existing employees on features, capabilities and policies of application systems and assists employees in utilizing the software to meet their needs
  • Develops required user documentation to support this function
  • Researches and maintains knowledge of current application and database technologies to ensure the NORCOM's awareness of current technical tools
  • Analyzes the application needs of client departments, performs research and suggests products and/or methods for applying technology to address organizational needs
  • Serves as liaison with vendor support organizations for responsible systems and services
  • Maintains detailed, up-to-date documentation of problem fixes, vendor support contacts/procedures and disaster recovery procedures
  • Performs all work duties and activities in accordance NORCOM policies and procedures
  • Create business rules for measuring various data points from disparate data systems
  • Participate and lead research activities to meet, data analysis needs of NORCOM customers
  • Conduct critical data analysis, identifying data patterns and underlying root analysis of data
  • Identify relationships and trends in the data and factors that affect the results of the analysis
  • Determine and evaluate the statistical methods and procedures used to obtain data and data analysis to ensure validity, applicability, efficiency, accuracy, reliability or usability
  • Adapt statistical methods to solve specific analytical problems. Analyze and interpret outcomes to identify statistically significant differences among reports


  • Excellent interpersonal skills for establishing and maintaining effective working relationships with NORCOM staff, agency personnel and vendors, including ability to effectively facilitate diverse technical and non-technical functional teams
  • Working knowledge of database administration concepts and relational database design and reporting methods for such products as Microsoft SQL Server on Windows Server platforms
  • Working knowledge of application packages supported by the organization such as the Microsoft products Office 365 Suite and Microsoft Exchange/ Outlook
  • Basic understanding of networks, including wireless networking
  • Working knowledge of web design and management concepts, including HTML, JavaScript, .NET and web database integration
  • Knowledge of reporting applications including SAP, Crystal Reports, Microsoft Power BI and Tableau
  • Ability to produce reporting dashboards from a variety of sources including spreadsheet, database and Cloud services
  • Ability to comprehend and resolve the problems experienced by staff using software application programs
  • Knowledge of PC network and data communication concepts, preferably in a Windows environment
  • Ability to read and comprehend technical manuals and apply their contents to solving hardware and software problems
  • Ability to accurately convey technical information to non-technical audiences both orally and in writing
  • Good planning, organizing, problem solving and time-management skills


Minimum Qualifications:

  • Bachelor’s degree in Computer Science, Information Technology or related field
  • Five(5) years of recent data, management or application analyst experience with a wide variety of applications, peripheral and problem resolution; or
  • An equivalent combination of education and current experience sufficient to successfully perform the essential duties of the position

Desirable Qualifications:

  • Mid-level IT certifications including but not limited to MCP, MCSA, MCSE, Project+
  • Experience conducting and leading analysis projects
  • Experience building and administering reports and dashboards in enterprise systems such as Share Point, Crystal Reports, Power BI and/or Tableau
  • Machine learning experience
  • Programming experience in languages such as C#, SQL, R, Python, JavaScript, etc.
  • Formal training in statistical modeling and methods
