Summary

The City of Kirkland is seeking a dynamic and dependable Cross Connection Specialist to join the Water and Waste Water team in the Public Works department.  The Cross Connection Specialist performs specialized technical work associated with the inspection of industrial, commercial, and residential establishments to ensure compliance with permit requirements, ordinances, and State and Federal regulations regarding backflow prevention, cross connections, and water quality.


Essential Functions
  • Investigates industrial, commercial, and residential on-site water systems for proper cross connection devices to ensure the City water supply is not contaminated and endangering public health.
  • Inspects new construction work plans and processes for compliance with cross connection ordinances and engineering standards and follows up on correction of deficiencies.
  • Assures that high hazard facilities maintain compliance with City, State, and Federal codes.
  • Notifies customers of, and maintains records of, backflow prevention device testing.
  • Enters test results into database; maintains database by entering all test reports, updating accounts, and creating new accounts.
  • Tracks backflow assembly testers to insure accurate testing is done, accurate reports are completed, licenses are valid, and testing equipment is calibrated annually.
  • Ensures that the City follows applicable local, State and Federal cross connection regulations and that all City facilities are tested annually as required.
  • Manages the City facility annual cross connection testing.
  • Develops and presents training and public outreach programs on cross connection control and backflow prevention.
  • Assists the Water Division by conducting water quality sampling and testing at sources throughout the City as required by the Department of Health.
  • Maintains files and prepares various activity reports; performs surveys, develops forms, schedules inspections, implements and conducts special programs.
  • Explains, interprets, and enforces the City cross connection code and other codes, ordinances, and guidelines related to cross connection control.
  • Observes and monitors data to determine compliance with prescribed operating and safety standards.
  • Resolves or works with other employees in resolving customer complaints regarding the City's cross connection control program and/or water quality issues.
  • Maintains familiarity with current and upcoming State and Federal regulations regarding drinking water and cross connection control.
  • Participates in cross-division, cross-departmental, and/or interagency teams to insure coordination of activities.
  • Establishes, builds, and maintains effective long-term working relationships with various City departments, property managers, businesses, neighborhood associations, and other organizations.
Minimum Qualifications
  • High School Diploma or GED equivalent with two years of experience working for a public water system or a satisfactory combination of experience and training that demonstrates possession of the required knowledge and skills.
  • Two years of computer experience with database, spreadsheet, and other software applications.
  • Washington State Driver's License and ability to remain insurable by the City
  • Currently possess or ability to obtain within twelve months:
    • First Aid/CPR Certification
    • Washington State Department of Transportation Traffic Flagging Certification
    • Washington State Department of Health Cross Connection Specialist Certification
    • Washington State Department of Health Water Distribution Manager 1 Certification
Hours of Work

6:30 a.m. - 3:00 p.m., Monday - Friday

This position is required to attend occasional night or weekend meetings or events, as directed.

Working Conditions & Physical Activities

This position works in both an office environment and outdoors.  Outdoor work consists of field inspections that can expose the employee to seasonal heat and/or cold and adverse weather conditions, dust, noise, chemicals, and physical hazards.  Potential hazards in the field include vehicular traffic, construction equipment, contact with hazardous/toxic materials, mechanical and electrical equipment.  Duties may require reaching, grabbing, bending, stooping, kneeling, crawling, climbing ladders, scaffolding, working in trenches or other confined spaces and/or an ability to maneuver on uneven terrain. Indoor work consists of using a computer and requires the incumbent to sit for potentially long periods of time. Some lifting may be required. The employee will drive a City vehicle to conduct work.
