The City of Kirkland, Washington is seeking qualified candidates for the position of Municipal Court Judge.   The City is a full service municipality with a Council/City Manager form of government.   The Municipal Court Judge is an elected position in Kirkland.  Due to the pending retirement of the incumbent, this process relates to the appointment of a Judge to serve the remainder of the incumbent's unexpired four-year term, which runs through 2021.  This interim appointment will be made by the City Manager, subject to confirmation by the City Council.  The position will be subject to election to a new four-year term in November 2021.  

The Municipal Court Judge presides in formal judicial proceedings.  Proceedings include, but are not limited to jury trials, bench trials, arraignment, pretrial hearings, reviews, motions, and in-custody hearings related to misdemeanor and gross misdemeanor cases. The Municipal Court Judge makes decisions, which are final unless formally appealed, exercises certain discretionary powers as provided by law, and is required to exercise independent judgment in reaching final decisions.  In addition, directs the judicial operations of the Court.

Minimum Qualifications
  • Must be an attorney admitted to practice law before the courts of record for the State of Washington. 
  • Must be a citizen of the United States of America and of the state of Washington.  Must be a resident of King County.
  • Must have been a practicing attorney or a judge for a minimum of five years. 
  • Must have at least two years of criminal law experience and served as a pro tem judge or commissioner in a Washington District or Municipal Court within the last 5 years.  
Union Affiliation

The Municipal Court Judge is a non-represented position.    The position is included in the Management and Confidential (MAC) group.

Hours of Work

This is a full-time elected judicial position.  Hours of work are in accordance with the demands of the Court and require flexible hours, including weekends, and after-hours work.

Working Conditions

Work is primarily performed in a court and office environment.  Must be able to sit or stand for long periods, answering phones, performing keyboarding, computer work and other administrative work.  Must be able to move about the office, bend or stoop, retrieve files, and lift books or other materials.  Must be able to handle stressful situations and exhibit respect towards all persons, including argumentative, emotional, and hostile persons in court.  Stressful situations are inherent to this position.  

Compensation and Benefits

The Municipal Court Judge has an annual salary of $172,753.  The City also offers an attractive benefits package including:

Finalist(s) must agree to a criminal background investigation and a review of his/her file with the Washington State Bar Association.  A history of discipline by licensing authorities is a basis for disqualification.
